 subsurface interests, in Alaska other than military reservations              
 and federal offices, to have the federal government relinquish all            
 dominion, control, and regulatory authority over all land, water,             
 or land and water, including surface or subsurface interests, in              
 Alaska other than military reservations and federal offices, and              
 providing a bonus if certain federal agencies are removed from the            
 state within six months of the federal sale to the state and

 CHAIRMAN MILLER called the Resources Committee meeting to order at            
 3:31 p.m. and announced  SS  SCR 14  (NAME HATCHERY AT MAIN BAY: H.Z.    Z.   
 HANSEN) to be up for consideration.  There was no one to testify              
 and he set it aside.                                                          
 SENATOR MILLER announced  SCR 18  (PURCHASE FEDERAL LAND FROM THE             
 U.S.) to be up for consideration.                                             
 CHRIS ERICKSON, Juneau resident, said SCR 18 sends a strong message           
 to Congress about what they are trying to do in our state.  He                
 supported it strongly.                                                        
 SENATOR MILLER said there wasn't a quorum and he would hold the               
 bill.                                                                         
 SENATOR MILLER announced  SB 339  (MANAGEMENT OF STATE LAND AND               
 RESOURCES) to be up for consideration.                                        
                                                                               
 TERESA SAGER-STANCLIFF, Staff for Senate Resources, explained that            
 the work draft to SB 339 contains a few technical and conforming              
 changes.  The substantive changes are that in the original bill,              
 sections 16 - 18 were removed, along with similar sections in the             
 repealer at the end of the bill.  Section 11 of the original bill,            
 which is section 10 of the work draft, rewrites the section                   
 regarding native allotments to reflect SB 293 that was passed by              
 this committee a few weeks ago.                                               
                                                                               
 Also, in the back of the bill, section 38 of the original bill was            
 listed as a transitional provision.  It has been redrafted as                 
 section 32 which would become codified law.                                   
                                                                               
 Section 29 of the work draft is a rewrite of the provisions of                
 AS38.08.040, a technical change, MS. STANCLIFF said.                          
                                                                               
 CHRIS MAISCH, Director of the Forestry Program for Tanana Chief's             
 Conference, said they would like to delete "or will perpetuate" and           
 insert "due to" on page 9, line 19 of the draft bill.  He suggested           
 adding "fire" to "due to insects or disease epidemics".

 SENATOR LEMAN moved to adopt the CS to SB 339.  There were no                 
 objections and it was so ordered.                                             
                                                                               
 GERRY GALLAGHER, DNR, supported the Mr. Maisch's suggestions.                 
                                                                               
 SENATOR MILLER offered Mr. Maisch's language as an amendment.                 
 There were no objections and it was so ordered.                               
                                                                               
 SENATOR ADAMS commented that he and Senator Zharoff had a problem             
 with section 12.  MR. GALLAGHER said this is one of the changes               
 that was made to conform with a Supreme Court decision about the              
 requirement to be physically present at an auction and that the               
 auction be held in the specific community.  The Supreme Court said            
 those things can't be required.                                               
                                                                               
 SENATOR LEMAN moved to pass CSSB 339(RES) from committee.  There              
 were no objections and it was so ordered.

 SENATOR MILLER announced  SCR 14  (NAME HATCHERY AT MAIN BAY: H.Z.            
 HANSEN) to be up again for consideration.                                     
                                                                               
 SENATOR ADAMS moved to pass SCR 14 from committee with individual             
 recommendations.  There were no objections and it was so ordered.             
 SENATOR MILLER announced  SCR 18  (PURCHASE FEDERAL LAND FROM THE             
 U.S.) to be up again for consideration.                                       
                                                                               
 SENATOR LEMAN moved to pass SCR 18 from committee.  SENATOR ADAMS             
 objected.  SENATOR MILLER said they would hold it until Monday.

 SENATOR MILLER announced  SB 325  (TAKING OF ANTLERLESS MOOSE) to be     e    
 up for consideration.                                                         
                                                                               
 LARRY HOLMES, Chairman, Anchorage, Fish and Game Advisory                     
 Committee, said the taking of antlerless moose is a very volatile             
 issue in a number of communities and he didn't think it was right             
 to take it out of the Advisory Committee's hands.                             
                                                                               
 PATRICK WRIGHT, Anchorage resident, opposed SB 325, because the               
 current statute offers an excellent system of checks and balances             
 when considering antlerless moose seasons.  Department of Fish and            
 Game biologists must show there are biologically sound reasons for            
 remanding an antlerless moose hunt.  This must also be approved by            
 the local Fish and Game Advisory Committees.                                  
 SENATOR MILLER said they would hold SB 325 for further discussion             
 and adjourned the meeting at 3:50 p.m.
